Ceni's Demands of the Grand Universal Republic of Waterloo

These are the demands from the Department of Foreign Affairs in response to the demands of the Holy Grand Universal Republic of Waterloo. 

  1.  Let the Waterlooian planets that joined Ceni vote on whether they would like to join Ceni, the Grand Universal Republic of Waterloo, or a new state to be titled the Waterloo People's Republic.
  2. Let the Waterlooian planets still not conquered or recently conquered vote on whether they would like to join Ceni, the Grand Universal Republic of Waterloo, or the Waterloo People's Republic.
  3.  Join the Confederacy of Independent Nations and the Association of Planets
  4.  Agree to respect human rights and civil liberties.
  5.  Agree to hold new free and fair elections within 6 months.
  6. Agree to write a constitution that allows for minority representation and greater roles for the poor and limits the aristocracy.
  7. Submit to Cenian review of elections and the constitution. 
  8. Agree to a Cenian-Waterloo Tariff Agreement. 
  9. Agree to prosecute officials of the former monarchy fairly and freely, with a speedy, public trial, and the punishments to be fair and not cruel or unusual. 
  10. Recognize Ceni.
  11. Recognize Cenian sovereignty over the protectorates of Loja and Jalada.

Waterloo Revolution Has Teeth!


The rebels in Waterloo have struck a blow against the forces of Emperor Wolfe Wellesley by capturing the important trade planet of Ager, at the junction of the Farming Spur and the Waterloo Trade Route. The series of determined rebel attacks against the badly trained forces of Emperor Wolfe Wellesley showed that the revolution has power. Also on Thursday, rebel forces captured the grain and bread planet Rus Ceres, hauling of thousands of tons of bread and chanting “Down with the Emperor! Down with the Consul!” Meanwhile, on Waterloo state television Emperor Wolfe Wellesley himself ranted against the protesters. “These are paid insurgents trying to topple our government! They are here to make us look bad and disrupt our social institutions!” When military troops under the command of Principis Arrhabonem defected, one of the most elite units in the Waterloo Army joined the rebels. Arrhabonem himself started a training camp in Orpor. The trained rebels also received a cache of weapons from the defecting troops. Andaran Masnav, 31, is one of the organizers of the revolution. “We started this revolution through Comsnet and Macaw,” he says. “From the start, we have built on a steady base of support. People are tired of having an emperor rule over them and only a façade of democracy. We want real democracy.” Ager, only 75 light-years from Waterloo, was a nexus of the rebellion before it was taken over by the rebels. After peaceful protests by Holy Wolfes aiming for more democracy and the fall of the absolute monarchy turned violent after Waterlooian troops fired on protesters, the supporters of democracy have turned from protests to an armed revolution. The move to revolution was hastened by defections of Waterloo Army officers to the new rebel organization, the Waterloo Freedom Army and the Waterloo Freedom Party. The rebels goals will stay the same through all of this: topple the Emperor and bring democracy to Waterloo.

Revolution!

Waterloo's citizens are tired of an autocratic government and protests sprang up on many Waterlooian worlds, including Waterloo, Plaeclara, Plaeclara Rex, Mirabilia, and Gallia Belgica, some of Waterloo's most populated planets. Protesters decried the influence of the royal family and asked for a democratic government based on Ceni's. Waterlooian officials ordered many troops to fire on the protesters, but since many were Waterlooian citizens, the soldiers refused to fire on the protesters and joined them instead. Waterloo then brought out its Regaliter Guard, the elite guards that guarded the emperor. Those guards slaughtered 1,520 peaceful protesters on Mirabilia, 2,697 on Gallia Belgica, 1,205 on Plaeclara Rex, 3,658 on Plaeclara, and 5,967 on Waterloo. They also let out tear gas, mustard gas, and chlorine onto the protesters, killing 10,892. The Cenian Senate held an emergency session a few days ago and passed a resolution 154-10 condemning the violence. But Waterlooian officials refused to heed the calls to stop the violence and began to shell the San Carlos Apartments on Mirabilia. 5,236 innocent civilians and their families were killed. Another 2,998 were killed when government officials shelled the Bacca City Hospital on the planet Bacca, killing wounded civilians. Protesters were outraged. Waterloo officials demanded that protesters stop the protests in order for the violence to stop.  But protesters continued airing their grievances against Waterloo, Fon Que, and Consul Demetrius. Groups of protesters tore down statues of Emperor Wolfe Wellesley and looted from the Imperial Museum of Dynastic History, where Kenny the Kind's military regalia was displayed. Waterloo officials then destroyed the Hunitia Apartment Building, with 54,789 innocents not connected to the revolution inside. 4,622 survived. Protesters then petitioned the Interplanetary Medicine Board to supply medicine to wounded protesters who were dying of easily treated injuries. But Waterloo's Duma passed 456-0 a resolution that banned any member if any aid agency from entering the country. The Emperor approved it 10 minutes after it was passed. Today Waterlooian citizens are preparing for a revolution, one that would allow them to have a free country.
