These are the demands from the Department of Foreign Affairs in response to the demands of the Holy Grand Universal Republic of Waterloo.
- Let the Waterlooian planets that joined Ceni vote on whether they would like to join Ceni, the Grand Universal Republic of Waterloo, or a new state to be titled the Waterloo People's Republic.
- Let the Waterlooian planets still not conquered or recently conquered vote on whether they would like to join Ceni, the Grand Universal Republic of Waterloo, or the Waterloo People's Republic.
- Join the Confederacy of Independent Nations and the Association of Planets.
- Agree to respect human rights and civil liberties.
- Agree to hold new free and fair elections within 6 months.
- Agree to write a constitution that allows for minority representation and greater roles for the poor and limits the aristocracy.
- Submit to Cenian review of elections and the constitution.
- Agree to a Cenian-Waterloo Tariff Agreement.
- Agree to prosecute officials of the former monarchy fairly and freely, with a speedy, public trial, and the punishments to be fair and not cruel or unusual.
- Recognize Ceni.
- Recognize Cenian sovereignty over the protectorates of Loja and Jalada.

As to 7 we will retain our sovereignty
The Waterloo People's Republic will be a state formed out of planets that wish to join a free, democratic state with liberal policies. The Confederacy of Independent Nations (COIN) is a United Nations like thing in which member nations participate to resolve issues and represent their views. The Assembly of Planets is similar to that body except being composed of planets instead of nations. A Cenian-Waterloo Tariff Agreement would be some sort of agreement about tariff rates and free trade.
DeleteAs to article 2 let those that leave us roam as they like. Article 3 we shall join CoIN and as for AoP let those planets that wish join buut Waterloo the planet its self shall join. Article 8 lets agree on a price.
